
If you run a VAT-registered business in Zimbabwe, you've almost certainly heard the word “fiscalisation.” ZIMRA's Fiscalisation Data Management System (FDMS) has changed how receipts and invoices must be issued — and getting it wrong carries real penalties. This guide explains it in plain language.
FDMS is ZIMRA's platform for receiving invoice and receipt data from businesses in real time (or near real time). Instead of standalone fiscal devices only, approved software can transmit each transaction's data to ZIMRA and attach a verifiable fiscal signature and QR code to the receipt.
In practice, that means every qualifying sale your business makes is reported to ZIMRA and stamped as fiscally compliant.
Fiscalisation applies to VAT-registered operators, and ZIMRA has been progressively bringing more categories of business into the system. If you charge VAT, you should assume you need to be fiscalised and confirm your specific obligations with ZIMRA or your accountant. Non-compliance can mean penalties and disallowed input tax claims for your customers.
